The National Technology Transfer Center (NTTC), established by the U.S. Congress in 1989, provides organizations across the commercial, academic, and government sectors with technology assessment and market analysis services. It handles partnership development, patent portfolio analysis, event management, website development, and other projects. The agency employs intellectual property management experts, scientists, engineers, IT and programming specialists, security experts, and technology transfer negotiators. Funding is provided by NASA, the National Institute for Occupational Safety and Health (NIOSH), the Missile Defense Agency (MDA), and commercial clients. The NTTC works with NASA Field Centers across the United States. It manages licenses for 200 NASA technologies. The NTTC's Small Business Innovative Partnership (SBIP) Program assists small companies in developing technology for NASA mission systems. The NTTC is known for its Coal Impoundment Location & Information System (LIS). HEALTHeWV is a disease management program based on the U.S. Army's HEALTHeFORCES application. NTTC is working with NIOSH in developing a self-contained respirator system for coal miners.
