Verizon Wireless' move to offer customers an open-access option, which would enable them to connect to Verizon's networks using outside mobile devices, has been met with skepticism. Verizon has been against open-access regulations for wireless carriers and even filed a suit against the FCC over its decision to open the 700MHz spectrum to wireless carriers. Mike Jude, a senior analyst at Nemertes Research, believes that Verizon's move was prompted by the FCC's decision to auction wireless spectrum in the 700MHz band and the launch of Google's Android platform. Jude also thinks the Verizon move is a smart preemptive tactic against any future FCC decisions on open access, as it offers the commission an open-access model that is beneficial to its own interests. Verizon maintains that its open-access offering is a means to capitalize on what it sees as an opportunity for growth from the small but rising number of users who want to connect to its network using a non-Verizon phone. It is also a means to meet customers' needs. Under its open-access option, any device that meets the company's minimal technical requirements will be allowed. These requirements will be released in early 2008. In additions, devices will be tested only for connectivity and any application will be permitted to run on Verizon's network. As to the pricing plan, Verizon is likely to adopt a per-use model rather than a fixed rate.
