The growing number of unlicensed wireless devices is stirring controversy over broadening government-imposed spectrum etiquette to additional frequencies. Spectrum etiquette regulates such things as power, scheduling, and bandwidth allowed by devices transmitting in a given frequency band. The FCC recently denied Cellnet Technology's request for spectrum etiquette in the 915 MHz band, although it did ask for public comment on using spectrum etiquette in that band, as well as the 2.4 GHz and 5.8 GHz bands. While recognizing a potential for unfair dominance of the band, the FCC chose to stay with an unregulated approach that has proved largely successful to date. Spectrum etiquette has been introduced in the 1920-1930 MHz band for unlicensed PCS devices, and the Department of Defense agreed to share the 5 GHz band with commercial users so long as the latter avoid military channels. A number of companies, as well as utilities and railroads, believe that 'spectrum sharing conditions are needed to prevent disruption of the balance' among unlicensed devices which they believe expanded Wi-Fi usage will cause. Interestingly, both supporters and opponents of government-imposed spectrum etiquette argue that innovation and growth will be stifled if their position is denied. Yet wireless broadband supporters also look to voluntary frequency coordination and other best practices as the smartest approach, allowing for fair use while minimizing regulatory restrictions.
