Title: A Digital Race Run in Slow Motion

The much-anticipated move to digital television has finally started. The technology offers upgrades in the picture quality of broadcast television, but high-definition is mostly just 'window-dressing.' Television advertisers will not pay broadcasters more for audiences who watch programming in high definition (HD). This is because many viewers watch programming on television sets that are too small to take notice of the change, or because viewers with large-screen televisions generally subscribe to cable or satellite services, which already supply HD. The real benefit to arise from the move to digital television involves spectrum efficiency. An analog television transmitter can handle a single standard television channel, while a digital station can handle four, five, or six times as much. Choice for viewers rises exponentially, and digital television's 'cleaner' use of the airwaves also has the capability of accommodating new voice and data applications. Since the large frequency space was set aside for analog television some time ago, digitization will free up a lot of bandwidth for innovative new applications. Berlin-Brandenburg in Germany became the first jurisdiction in the world to switch off its analog television feeds in August of 2003. This increased the number of off-air broadcast channels from 12 analog feeds to 27 digital ones. However, the number of channels used to transmit dropped from 12 to seven.
