Law enforcement is turning to biometrics, particularly face-recognition technology, to address issues in public safety and information security. The use of face-recognition technology is sparking ethical issues as to the use of the technology in criminal investigation and covert operations. Face-recognition involves capturing a persons face by a digital video camera and analyzing the characteristics of that face. The features of the face are measured and the information is stored in a database for future reference. The technology can also be used in surveillance work, where it will not need close contact with the person for it to make identification. With face-recognition, identification of a subject is possible even as the person does not know about it. This makes it feasible for intelligence and covert operations. Face-recognition technology is more widely adopted in Europe than in the U.S. In Britain, for example, public video surveillance is well funded, and citizens roam the streets with public cameras over their heads. The technology is also in use in Canada as well as in France, following recent terrorist activities. After the 9/11 terrorist attacks, Americans saw the benefits that face-recognition biometrics can bring. However, up to present time, the use of the technology in law enforcement is still being debated.
