An operating company was formed by eight companies that make up the entity formerly called the Galileo Operating Consortium. Partners in the consortium--EADS Space of Germany and United Kingdom, Thales Group of France, Aena of Spain, Alcatel of France, Finmeccanica of Italy, Hispasat of Spain, Inmarsat of UK and Teleop of Germany--signed the deal two days before meeting Jean-Francois Bou, EU transport minister, on March 22, 2007. Bou will serve as the interim CEO for the new Euro-GNSS SAS based in Toulouse, France. However, the operating companys establishment does not address how the eight partners would resolve work division and revenue concerns nor would it assure that a contract will be signed with the European Council or EC and its arm, the Galileo Supervisory Authority. Another issue confronting the Galileo is the re-orientation of the EC on the public private partnership to finance the Galileo program. If an internal renegotiation occurs among the EU member states, it would further delay the Galileo project, which already must confront GPS modernization, increasing consumer demand and market developments. However, the basic conceptual difference between Galileo and GPS continues to be the main problem for players in the Galileo initiative.
