California Governor Arnold Schwarzenegger proposes spending $95 million next year to support research on clean energy, biomedicine, and computer science. The goal is to keep the high technology edge held by California, and officials for the state say the money will be crucial in bringing private investment of up to $1 billion. Forty million dollars would go to university researchers competing for a $500 million grant from British Petroleum for work on alternative energy, and $30 million would support a project on solar energy at Lawrence Berkeley National Laboratory at UC Berkeley. Another $20 million would be for research in IT, biomedicine, and nanotechnology. Five million dollars would go to the University of California's bid to build the worlds fastest computer, which is expected to cost $200 million. Steven Chu, director of the Lawrence Berkeley Lab, says the relatively small investment would return hundreds of millions or up to a billion dollars and that the lab will partner with companies. Critics have said that Schwarzenegger, however, opposed Proposition 87, a ballot measure that would have meant an infusion of $4 billion over a decade for similar types of research into alternative fuels and clean energy through taxation of oil production. The Governor's plan could face more opposition because it would be funded by borrowing $70 million to pay for the solar project at the Lawrence Berkeley lab and also to help pay for the British Petroleum competition.
