The Idaho Department of Water Resources (IDWR) is responsible for managing all public bodies of water in Idaho, including streams, lakes, rivers, and reservoirs. Especially important is measuring water resources accurately so that agricultural needs can be met, especially in times of drought. At the same time, it is critical that there is enough water left in streams so that fish can survive. Balancing minimum stream-flow requirements with agricultural irrigation needs can be difficult. The IDWR's management of water rights is similar to that of other western states. It is based on a system known as 'prior appropriation,' which uses a priority date to determine how water is distributed during a shortage. The priority date is the first calendar date that a specific water right was established by being put to 'beneficial use.' For example, irrigation water rights usually take precedence over stream flow because they were established first. This has created conservation problems with endangered fish populations, especially in the Upper Salmon River Basin. The IDWR is working with the U.S. Fish and Wildlife Service and the National Marine Fisheries Service to improve the stream flow so the fish will not die out. Measurements are being taken using Landsat-based evapotranspiration data and thematic mapping.
