The government in China has sanctioned its own TD-SCDMA technology as the preferred technology, and 3G licenses will be granted to Chinese operators. The patents of QUALCOMM Inc. for TD-SCDMA have greater weight as China moves to deploy the technology. QUALCOMM signed a W-CDMA and TD-SCDMA modem card and router license agreement with 4GSystems GmbH, a developer and supplier of wireless equipment in Germany. In this agreement, QUALCOMM granted the German firm a license to develop, make, and sell these modem and router products. The firm would pay QUALCOMM's standard royalty rates. QUALCOMM is watching developments in China carefully, since this could be an attempt to build on QUALCOMM's proprietary CDMA technology without paying royalties to the American company. If this appears to be the case, QUALCOMM will charge royalties on TD-SCDMA. Experts believe the company is advertising the fact that it will charge royalties on TD-SCDMA in order to establish a precedent. The real challenge is expected when and if vendors in China refuse to negotiate license agreements for the technology and pay royalties to QUALCOMM. The potential market for the technology in China is enormous, since there are over 400 million wireless subscribers in that country. The Chinese market is expected to increase by 65 percent by the end of 2010 as well.
