While Unlicensed Mobile Access (UMA) is relatively new to the wireless arena, the Third Generation Partnership Project standard has been in development since the beginning of the century. This standard allows hand-overs between GSM-based cell networks and Wi-Fi hotspots. UMA provides carriers with a way to expand their cellular coverage for both voice and data services without having to pay the costs of indoor coverage. Consumers receive better indoor coverage with UMA because the hand-overs between the licensed and unlicensed networks are seamless. Therefore, they should experience fewer dropped calls. Nokia Corporation was an early leader in the UMA technology. The company states that a consumer with no cell network coverage in the home can establish a wireless local area network for making calls with an UMA-enabled phone. When the user travels outside of the WLAN's coverage, the handset switches to a cellular network automatically. The call, regardless of whether it is a voice or data call, continues without interruption. The hand-overs work the other way as well, so users can continue a call when they enter the home network or an indoor area that has Wi-Fi coverage. UMA equipment is becoming much easier to find as well. UMA could be more attractive in Western Europe where the costs of cellular voice and data services are higher than in the United States.
