A number of trends are taking place in the area of project and portfolio management in federal agencies. The three major phases in the process include selection, monitoring and control, and evaluation, which are based on the mandate of the Capital Planning and Investment Control (CPIC), which sprang forth from the Clinger-Cohen Act of 1996. Earned value management (EVM) and analysis is gaining in popularity in the government sector, which looks to the measurement of actual work completed. EVM allows managers to understand how much progress has been made in relation to the project plan, while earned-value analysis aids in the identification of corrective actions that will be able to get a project back on track. Users are also looking for more integrated visibility into major components of their projects, including people and processes. In addition to using enhanced project management applications and scheduling programs, managers are looking toward resource management. A number of major project and portfolio vendors are now providing resource modules in their suites, and some are even offered as standalone applications. The software helps improve resource allocation by keeping track of peoples time, labor costs, and by furnishing what-if analyses.
