Although the Internet is a global network, the country that controls the Domain Name System, which maps domain names to IP addresses, is the United States. A number of countries feel this is unfair and are likely to bring the issue up at the World Summit on the Information Society set for November 16, 2005 in Tunisia. A June 2005 report from The Working Group on Internet Governance states that no single government should have a pre-eminent role and that governance should be multilateral, democratic, and transparent. The dispute over control by the United States' has become more serious due to the proposed creation of the .xxx domain for the hosting of Internet pornography. The Internet Corporation for Assigned Numbers and Names (ICANN) is a California nonprofit organization that is supervised by the U.S. Department of Commerce. It also is in charge of the Domain Name System and, theoretically would be able to block particular ranges of IP addresses or domains, thus blacking out sections of the Internet. The Bush administration's push for the .xxx domain may be partially responsible for the recent uproar in the international community regarding control of the Internet. Privatization of ICANN would not resolve all the issues, but may be able to persuade the international community that there is more of a level playing field.
