There are a number of culprits in the online advertising business world that cause spyware to be almost impossible to trace. One target of blame is marketing firms that redirect URLs and deliver pop-up ads. However, another problem is the use of botnets, which are networks of infected computers. The Center for Democracy and Technology threatened to file a complaint to the Federal Communications Commission regarding the Internet search-marketing company 180solutions' business practices, contending that its users were being duped into downloading software they didn't request and that the company's distributing mechanisms were possibly violating federal law. In August 2005 180solutions in turn filed suit against seven former distributors with allegations that they had been using botnets for the surreptitious installation of search software without user notice or consent. Spyware researcher Benjamin Edelman has alleged that Yahoo has been known to use dubious adware partners who have Yahoo-syndicated ads distributed to places Yahoo has no knowledge of. Edelman feels that the whole system of partners of syndication partners having their own partners needs to change, and cutting ties to one or two partners who break the rules is not sufficient.
