Taiwan is realizing that it cannot rely on its reputation as one of the hardware product capitals of the world. Much of the hardware industry has moved offshore and the industry is suffering a decline. Therefore, the country is now making the move to industries such as software, digital content, and information services to remain competitive. However, industry observers complain of the low quality of software engineers in Taiwan, and that the country's educational system does not promote the creativity required to make Taiwan a leader in the fields of gaming and digital content creation. Still there are a number of qualified Taiwanese living overseas who may be able to be coaxed back to work in the software and digital content industries. The Taiwanese government, hoping to emulate the success of its hardware industry, has targeted over $500 million for investment and training in software, and also is the sponsor of Taipei's Digital Content Institute, which educates approximately 2,000 people annually for digital-content development in the television and movie industries. The government is also hoping for the adoption of guidelines engineered by the U.S. Department of Defense's Software Engineering Institute, which was the original creator of the Software Capability Maturity Model (CMM). CMM was instrumental in India attaining the status as the number one destination in the world for software-outsourcing services.
