Electronic communications technology is beginning to play a major role in encouraging and facilitating citizen feedback to both elected officials and government agencies. A combination of e-mail, specialized Web sites, and e-government initiatives are surmounting the traditional barriers to citizen participation in government. The National Science Foundation's Digital Government Research Program is launching a project that will involve evaluating such issues as how agencies will handle the increased volume of electronic communication and what the impact of this communication will be on decision makers. One difficulty is that the expansion of the avenues of communication is not necessarily a beneficial event, as it exposes government agencies to the flood of messages that can result from form letters and other mass communication techniques. For example, when the Environmental Protection Agency issued a request for feedback on a regulation limiting the allowable amount of mercury from power plants, it received 540,000 comments. Of these, however, 173,000 were from a single advocacy group, Moveon.org, and only 174 of a thousand sampled messages contained unaltered original content. The Digital Government project will also evaluate how to use the same mass communication tools to enable the government to respond to citizen comments and feedback in a timely manner.
