Adoption of ebXML in the U.S. is lagging that in other countries because U.S. companies are adopting Web services instead. ebXML is an international standard that has support from Sun Microsystems, PeopleSoft, and Fujitsu. It has specifications regarding architecture, requirements, registration, collaboration, process, and messaging, which together provide an overall framework for international e-business transactions. Web services has a parallel set of specifications, but has been done piece-by-piece, rather than as a comprehensive whole. One reason that Web services is leading in the U.S. is that U.S. companies tend to look for solutions to specific problems, rather than for a large framework solution. In addition, Web services is backed by Microsoft and IBM. Analysts believe that, by contrast, companies in other nations tend to look for more far-sighted solutions. Microsoft's and IBM's support for Web services may be an obstacle to widespread international adoption of ebXML. One possibility is that the two standards will eventually merge.
