A question is raised as to whether the government will have the capacity to develop new stuff, all the while maintaining decades of legacy systems and the processes supported by them. In this election year, outsourcing has gotten considerable negative publicity, but offshoring is definitely not an option for the Department of Homeland Security (DHS) or for any agency directly involved with the goals that required passage of the PATRIOT Act. Companies, which are always seeking productivity enhancements, companies should not regard outsourcing as a magic bullet, due to its complexities, costs, and risk exposures. Another question is raised as to whether public enterprises may have to follow the private enterprise lead if they are to keep pace. For instance, CTOs of school districts are attempting to concentrate on strategic goals and performance metrics, particularly for the No Child Left Behind Act and not on technology for technology's sake. As they try to balance the use of technology for Web-enabled purchasing and other infrastructure services, they also have to work with agencies, regulators, and other issues and requirements. It is suggested that virtualization may assist school districts in expanding outside physical boundaries to reach exciting new levels of excellence in delivering the educational experience, especially where the challenges are toughest.
