Spam, the spread of worms and viruses, and the time spent managing e-mail is causing businesses and consumers to question e-mail's value. Many small businesses are considering abandoning e-mail if the spam situation gets worse. In December 2003, Congress passed antispam legislation, but it will not affect the vast majority of spam originating from overseas. Changes to e-mail technology are needed. New standards are needed. One method with promise is to attach a small fee to each e-mail sent, which would have little affect on most people, but be expensive to spammers. Another proposal is to require a cost in CPU cycles that would hit spammers, with little effect on others. E-mail may fade in importance if a solution is not found, because people still have phones and voice mail, and instant messaging is another possible replacement. Spam has already driven people from Usenet. E-mail is more important to corporate business, however.
