The Eclipse consortium will officially incorporate as The Eclipse Foundation. It also announced Eclipse 3, which will include improvements to the interface and user experience and make Eclipse more scalable. It will also enable users to use Eclipse to create non-IDE applications. The Eclipse Foundation wants to increase the number of commercial vendors, while remaining committed to open source. One reason for the separation from IBM is the perception that it was an IBM venture was inhibiting its growth. Commercial vendors will benefit from using Eclipse because they not having to write and maintain infrastructure code. However, some vendors are concerned that the fragmentation in the Java community is giving Microsoft .NET an advantage, because IBM and Sun Microsystems created separate groups that have not been able to work closely together.
