The 21st Century Nanotechnology Research and Development Act (S. 189), says a member of Congress, 'assures that the U.S. will continue to lead the world at the new frontier of (the) nanotechnology revolution.' S. 189 authorizes almost $3.7 billion over four years for nanotechnology initiatives at five federal agencies, but the National Science Foundation and Energy Department are slated to receive most of the funds. S. 189 also includes provisions for building two nanotechnology research centers; one will be dedicated to investigating the potential of nanotechnology in the areas of ethical and societal matters. The other emphasizes nanomaterials manufacturing. Mike Roco at the National Science Foundation says S. 189 solidifies for the long term the government's commitment to nanotechnology. Supporters say the final bill is an outline to be followed by agencies, not a highly specific, narrow plan to be followed by the federal government. A spokesperson for Hewlett-Packard (HP) believes that money in the form of congressional appropriations will follow because the budget stipulated is relatively low and does not compete with other programs. The Bush administration, has said Congress will appropriate the money authorized based on the fates of the five agencies targeted for funding by S. 189. Also at issue is the creation of an American Nanotechnology Preparedness Center, which will look into the 'societal, ethical, environmental, educational, legal, and workforce implications' of nanotechnology.
